Observation of physical inventory.

The inspection involved 160 inspector-hours on site by three NRC inspectors and was begun during the regular hours.

Resalts:

The licensee was found to be in coupliance wi th NRC requirements within the area examined during the inspection period except for the following three items:

1.

Items on hand at the time of the May 18, 1979 physical inventory were not tamper-safed or masured for the inventory.

(Infraction).

2.

The posted SNM zone limits for the fuel Crib Storage Area work zone werc exceeded.

Several items in the inventory, originally parts of larger components, were found to have the entire SNM content of the larger components assigned to the subparts.

Pending satisfactory reconciliation of the situation by the licensee, this matter is considered unresolved.

Exit Interview The inspectors met with licensee representatives (denoted in Paragraph

1) at the conclusion of the inspection on July 18, 1979.

The inspectors summarized the scope and findings of the inspection.

Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, items of non-compliance or deviations.

An unresolved item was identified during the inspection.

Several items in the inventory, originally parts of larger components, were found to have the entire SNM content of the larger components assigned to the subparts.

Pending satisfactory reconcilation of this situation by the licensee, this matter is considered unresolved (Para-graph 5).

Independent Inpection Effort The inspectors observed that the posted criticality control limits were exceeded by the licensee on July 13, 1979 in the work zone of the fuel Crib Storage Area.

This is an item of noncompliance and is discussed in Paragraph 6.

MC 85212B - Physical Inventory Two items of noncompliance were noted:

The licensee (1) failed to have tamper-safed or measure two items on hand at the time of the May 18, 1979 physical inventory and (2) exceeded the posted SNM zone limits for the work zone of the Fuel Crib Storage Area.
