Dear Mr. Engelken:

We have reviewed the notice of violation that one of our activi-ties clas not in full compliance with the condition of our license:

Technical Specifications 6.5.2.7.i requires that the MSRC review reports and minutes of the Plant Review Corrmittee.

The Charter of the Plant Review Corrmittee requires a copy of all proceedings to be sent to the Manager of f uclear Operations, Plant Superinten-dent and the Chairman of the MSRC.

In addition, the Quality Assurance Director is on distribution and annually audits the minutes of the PRC for conformance to the charter and Technical Specifications requirenents.

Any item of concern is brought to the attention of the MSRC by the above four members of the MSRC.

In addition, the Chairman of the PRC is also the Secretary of the MSRC and routinely places on the MSRC agenda any item of disagreement by any member of the PRC that involves a proposed change involving a conflict with or change to the Technical Specifications, or involves an unreviewed safety question as defined by 10CFR50.59.

The Quality Assurance Direct'r via a June 17, 1977 letter expressed his concern on this sarre issue.

Discussions were held in the MSRC and the above stated review prooram was accepted as an adequate review by the MSRC of the PRC.

This action is documented on the August 1,1977 minutes of the MSRC.

Documentary evidence is available by the initialling of the PRC minutes by the Chairman of the MSRC.

Any item that is of concern by the PRC is discussed by the Secretary of the MSRC when he covers the item at the MSRC rrecting.
