APPENDIX A NOTICE OF 7IOLATION Docket Nos. 50-354 Public Service Electric and Gas Company 50-355 This refers to the inspection conducted by representatives of the Region I (Philadelphia) office at the Hope Creek Generating Stations, Units 1 and 2, Hancocks Bridge, New Jersey, of activities authorized by NRC License Nos.
CPPR-120 and 121.
During this inspection, conducted on September 25-27, 1970- the following apparent item of noncompliance was identified:
10 CFR 50, Appendix B, Criterion V, states, in part, that:
" Activities affect-ing quality shall be prescribed by documented instructions, procedures, or drawings...and shall be accomplished in accordance with these instructions, drawings, and procedures..."
Section 16.4.13 of Chapter 16 of the PSAR states, in part, that:
"At the con-struction site, materials and equipment are received, inspected, stored, and maintained in accordance with standard field procedures..."
Bechtel Specific Work Plan / Procedure, SWP/P-14, Rev. 4, states in paragraph 6.2.10 that project field engineering will, " initiate any required corrective action on potentially nonconforming items listed on the log maintained by the Project Construction QC Engineer (PCQCE)...
The Resident Field Engineer (RFE) shall provide an estimated completion date to the PCQCE for each item in the log.
These dates and any action taken shall be updated weekly."
Contrary to the above, as of September 27, 1979, the Resident Field Engineer had not completed the above required actions since July 13, 1979.
As a result, four potentially nonconforming items had no corrective action either taken or scheduled to be taken.
This item is an infraction.
