Answer to Show. Cause Order By your order (Reference (b)), you require, by January 31, 1980, implementation of all " Category A" requirements (except the requirement of 2.1.7a of NUREG-0578) in Reference (c), except those for which necessary equipment is shown, by appropriate and timely documentary justification to the Director, Office of Nuclear Reactor Regulation, to be unavailable, or, in the alter 2ative, place and maintain the facility in a cold shutdown or refueling mode of operation. " Category A" requirements not implemented by January 31, 1980, owing to the unavailability of necessary equipment shall be implemented within 30 days of the date such equipment becomes available but no later than June 1, 1980.

This letter is to inform you of our intent to comply with the above requirement and to notify you of the one item that may require imple.2entation after January 31, 1980, due to equipment unavailability.

Cable ordered for the reset function phase of Item 2.1.4 (Diverse Containment Isolation) will not be available until February 29, 1980.

Every attempt is being made to expedite delivery of the cable so that it can be installed during the January shutdown.

Additionally, Reference (b) requires a description of the methods used.to implement the " Category A" requirements which were completed by January 1, 1980. Those items which have not been described in Re" rence (d) are described below:

Mr. Harold Denton Page 2 Section 2.1.1 The motor operated block valve on the pressurizer relief line was disconnected from the 480 V MCC1 Bus 1 and was reconnected to the 480 V Emergency MCC1 Bus.

Section 2.1.4 The relays which will provide the diverse initiation signal (SIAS) for automatic isolation of non-essential systems have been installed. The necessary electrical connections to make them functional will be made during the January shutdown.

Section 2.1.7.b Procedures have been modified as described in Reference (d). The additional level indication, annunciator, and setpoint adjustment have been complet ed as described in Reference (e).

Installation of emergency flow indication will be performed during our January shutdown as discussed in References (e) and (f).

Sections 2.1.8b, 2.2.la, 2.2.1.c, and 2.2.2a - The actions required have been implemented by issuing new or revising plant procedures.

Section 2.2.1.b Shift Technical Advisor requirements have been implemented by establishing and filling the position.

Section 2.2.2.c An on-site operational support center has been established on the first floor of the turbine building which is within the shield wall and centralized with respect to the control room, Owitchgear room, and secondary plant equipment.

Staffing and activation requirements have been addressed in plant p.ocedures.
