APPENDIX A NOTICE OF VIOLATION Jersey Central Power and Light Company Docket No. 50-363 License No. CPPR-96 Based on the results of the NRC inspection conducted on October 10-11,1979, it appears that one of your activities was not conducted in full compliance with conditions of your NRC Facility License No. CPPR-96 as indicated below. This item is &n infraction.
10 CFR 50, Appendix B Criterion V, states, in part, that:
" Activities affecting quality shall be prescribed by documented instructions, proce-dures, or drawings... and shall be accomplished in accordance with these instructions, drawings, and procedures..."
The licensee's Quality Assurance Plan for Forked River Nuclear Station, states, in part, in Paragraph 13.1:
"GPUSC has the overall responsibility for assuring that the FRNS Quality Assurance Program has adequate pro-visions for the control of handling, storage and shipping..."
GPUSC Procedure FSP-1-12, Rev. 1, states, in part,
" Data shall be col-lected every work morning to determine if venting of the Air Building is necessary... if venting is determined to be necessary, the vents shall be opened by 9:00 a.m. and remain open until shortly before quitting time."
Contrary to the above, collection of data and venting of the Air Building had been discontinued as of August 3,1979.
