RESPONSE
The Ccruxxreealth took radiation dose measuranents during the incident by using mobile Geiger counter survey meters, nobile ion chamber survey meters, and fixed themoltrinescent dosimeters located in Goldsboro, 1804 274,

Middletown, the IMI Observation Building, and Falnouth. Fm&gs frcm both the mobile and the fixed nonitors are attached.

Did the Cmucawealth cmpare its radiation readings with those being supplied by the Licensee or by other governmental or private entities?

The Camenwealth ccxtpared its radiation readings with those being supplied by other entities for approxicately three days only (March 28-31, 1979). hhen the U.S. Department of Energy (DOE) established its operations center at the Harrisburg-York State Airport on or about March 31, 1979, BRP requested that DOE act as the lead agency in collating and cmparing envirotnental nonitoring from all sources. Daily briefings with all agencies were held to review that data.
The Connenwealth eployees who reviewed and cmpared submitted readings prior to DOE's coordination of this activity are:

here are sane Camonwealth agency offices located at the Harrisburg International Airport in Middletown. Rese agencies include the Pennsylvania Department of Transportation and the Department of Envia.uwr.ntal Resources.

he Department of Pnviromental Resources maintains dosimeters at its Forest Pest Manag eant Division laboratory.

he individual sployees the.selves have not reported (and do not normally report) any readings at all, but the private campany under contract with the Department of Enviromental Resources to develop the film badges and suhait a monthly dosimetry report has reported higher than normal readings for the months of March 1979 and April 1979.

RESPONSE
The Ccunenaealth, although not requiring written or periodic reports, expected Licensee to subnit information as it became available. For the

purpose of facilitating such ccrmunications, the Ccrmotwealth and the Licensee maintained an open telephone line between the Bureau of Radiation Protection and the Licensee for approximately one month, beginning at 7:25 a.m. on March 28, 1979. The Licensee did ccr: ply with the Camrxuealth's request for information to be sulznitted whenever avnfinhle. The Ccrmrxwealth knows of no instance in which any information supplied to the Ccrmrmwealth by the Licensee over the open telephone line was in error. Haeever, on one occasion, during a briefing in the Lieutenant Governor's office of Ccrmrnuealth representatives by Licensee representatives in the early after-noon of March 28, 1979, the Licensee stated that no significant increases in enviromental radioactivity had occurred. At the time this statenent was made, it was in error in that it was 2 to 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> out-of-date and contradicted by newer information. Licensee representatives using the open telephone line had already informed the Camerwealth of radiation releases and consequent increases in environmental radioactivity which were evidently unican to Licensee representatives conducting the briefing in the Lieutenant Governor's office.
The same open telephone line used by the Licensee to transmit infor-mation to BRP was also used by NRC personnel; and in many instances, IEC quickly verified or concurred with Licensee's information. No memoranda or other related correspondence exist in which ccrments are made regarding the ability or inability of the Camrxuealth to obtain accurate information frcm the Licensee.
- 23. Does the Camerwealth presently have a health and evacuation plan to implement in the event a 'IMI-2 type accident were to occur at IMI-l?
RESPONSE
The Ccrmoruealth has an anergency plan, entitled " Fixed Nuclear Facility Incident Plan," which is being substantially revised to imet nae NRC 1804 278 _
crergency plaming criteria. When the revision has been empleted, the plan will be subnitted to the NRC and/or the Federal Emergency Managanent Agency for fomal Federal concurrence. Many Cmmomtalth agencies, including BRP and the Department of Health, are developing plans for their agencies' response which will be subnitted as portions of the Cctmmaealth's plan when Federal corcurrence is sought. The Cmmcruealth does not have a document entitled ' health and evacuation plan," nor does it understand the meaning of that phrase, if it is treant to refer to scmathing other than an mergency plan.

If so, provide copies of all reports describing what steps the Cmmoruealth intends to take to protect the health and safety of persons living near the plant in the event of such an accident.
RESPONSE
The Cmmoruealth has no such reports relating exclusively to Three Mile Island Units 1 and 2.
The only reports relating to crergency response l
l plans for nuclear accidents are the Camemv.alth's current " Fixed hbclear Facility Incident Plan," rua undergoing substantial revision, and a draft of the Pennsylvania Department of Her.lth's " Radiation Emergency Response Plan," which is attached.
