Cur initial Safety Evaluation Report (SER) for the reevaluation of fira cratection at tne Rancao Seco facility was issued on February 28, 1978.

In Section 3.2.5 of the SER, certain items were identified as incomniete and requiring furtner evaluation by the staff. The information dealing witn these incomplete items is provided in licensee responses of February 1,1978 and October 2,1979. The results of our evaluation are described in Enclosure No.1.

We have determined that the licensee's pro;osed five man b-igace shift size is acceptable, ncwever the fire brigade e::ters should receive an annual physical examination and tne fire fignting training provided to the assigned security personnel should be in compliance to our staff position entitled, " Minimum Fire Brigade Training," (Enclosure 2).

This completes our evaluation of the infornation relating -to SER item 3.2.6. Administrative Controls.

i Enclosure No. 1 3.2.6 ADMINISTRATIVE CONTROLS - EVALUATION OF INCOMPLETE ITEMS Cur initial safety evaluation report (SER) pertaining to the reevaluation of the fire protection at the Rancho Seco facility was issued by letter from Robert W. Reid, Chief, Operating Reactors Branch #4, Division of Operating Reactors, to Sacramento Municipal Utility District, dated February 28, 1978. Section 3.2.6 of this SER noted that two items were incomplete in Section 6.0, Administrative Controls. These items concerned the licensee's compliance with out guidelines for periodic physical examinations for the fire brigade members and requirements for a five man brigade shift size.

By letter dated February 1,1978, the licensee inidicated that a physical examination is given to each fire brigade member prior to employment and memcers will have filed with their training records a certification by a physician that they will be able to perform strenuous activities according to the requirements stated within the Fire Hazard Analysis Report.

This proposal does not provide for periodic physical examinations.

We find that the lack of a periodic physical examination is not acceptable because the licensee's proposed frequency of physical examinations does not assure that personnel with heart or respiratory disorder will be effectively " screened out" from fire brigade service. Persons with a heart or respiratory disorder could hinder the effective performance of the fire brigade. To resolve this concern, we will require that the licensee provice eacn fire brigade member a annual physical examination, by a physician, for performing strenuous fire fighting activity.

By letter dated October 2, 1979, the licensee has agreed to increase the minimum snift size of the fire brigade to five members and brigade shift size indicates that two members of the fire brigade may be assigned from their Security Force.

We find tne fire brigade shift size and the assignment of security personnel acceptable, subject to the assigned security personnel receiving the same training as the other fire brigade memoers with exceptions, as noted, in the attached staff position, " Minimum Fire Brigade Training." (Enclosure 2.)

Enclosure No. 2 STAFF POSITION MINIMUM FIRE BRIGADE TRAINING CCNCERN During our evaluation of the training given to fire brigade members, the issue of whether all meters of a five man fire brigade need be given identical training has been considered.

In several instances licensees have proposed two levels of training for fire brigade members. These evaluations have established the minimum acceptable level of training.

STAFF POSITION We prefer that all fire brigade mesers receive training in accordance witn the staff guidelines set forth in " Nuclear Plant Fire Protection Functional Responsibilities, Administrative Controls and Quality Assurance," June 14, 1977:.

'Ahere the five man fire brigade has two levels of training, at least three mer:cers shall have training which fully conforms to the staff guidelines; nowever, two members may be expected from the training requirements listed below:
