SUBJECT:
CONFIRMATORY PIPING ANALYSIS FOR WATERFORD UNIT 3 We have recently instituted a program of performing an independent, confirmatory piping analysis for each plant undergoing review for an operating license.
For Waterford Unit 3 this analysis will be perfomed by our contract personnel at Oak Ridge National Laboratory (0RNL). The purpose of this independent analysis is to verify that the analyzed piping system meets the applicable ASME Code stress criteria. We do not intend to resolve differences between our calculated stresses and those of the applicant unless unusually large discrepancies are found or unless Code criteria are not met.
This program will allow us to verify, on a sampling basis, that the applicant has correctly modeled its piping, has correctly used its computer codes, and
-has adequately accounted for the piping's as-built condition.
In order to proceed with our analysis, we need certain information from you.
Upon receipt of this information, OPNL will evaluate it to determine if additional infomation or clarification is required. Following the initial review we will visit the Waterford site to acquaint the ORNL personnel with the plant and, especially, the piping system under review. At that time we can discuss the piping analysis with your design engineers and obtain any additional information required.
We have chosen for our Waterford analysis the Main Steam Line A outside contain-ment as shown in Figure 3.6-3 of the Final Safety Analysis Report. The informa-tion that we need now is as follows:

piping layout and isometric drawings sufficient to model the system 2.
support drawings with support and hanger spring rates 3.
the piping design specification 4.
valve weights and centers of gravity 5.
appropriate resosuse spectra for both SSE and OBE 6.
appropriate anchor point movements 7.
any design change notices not yet incorporated into the piping or support drawings (later DCN's should be forwarded as received).

As our analysis proce ids, we will also need certain of your analytical results, such as the ASME Co'.e-required Design Reports, for comparative purposes. We will let you know our specific needs later.
The above program was discussed by telephone on January 4,1980 with your Mr. Prados and Ebasco personnel. We understand that you expect to send the above information to ORNL during the week of January 7.
We will schedule our site visit for some time in February.
