Dear Mr. Ippolito:

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications for its Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2.

The revisions concern hydraulic snubbers, and they constitute a general revision to Table 3.7.5-1 for each unit in addition to allowing a functional test to verify snubber operability as required by Section 4.7.5.2 of the Technical Specifications.

These revisions supersede our February 20, 1979 snubber submittal.

Therefore, we have prepared the attached package to include all applicable changes.

Please review the attached package in lieu of the February 20, 1979 submittal. No additional fee should be required since this submittal supersedes the February 20, 1979 submittal which has not yet been acted on by the staff.

The complete revised Table 3.7.5-1 for each unit is attached. Other revised pages are also attached with changes indicated by a vertical line in the right-hand margin.

The revisions to the tables were a result of the extensive seismic reanalysis effort in 1979 per IE Bulletin 79-07. The reanalysis has led CP&L to develop several support modifications for BSEP, some of which involve the replacement of hydraulic snubbers with rigid restraints; in addition, sone lines were well within allowable stress limits with certain snubbers removed. Therefore, snubbers E21-6SS22 (A and B), E21-6SS21, Ell-18SS447, Ell-84SS308,_ Ell-87sS314, and SW-103SS123 for each unit have been removed from the tables.

Mr. T. A. Ippolito January 14, 1980 Several snubbers have been added to the tables, most as a result of a comparison between our hanger inspection list and the technical specifications snubber tables. The additional snubbers are:

1.

A group of BSEP 1 service water snubbers (labeled SW).

2.

One snubber on RHR.

3.

A group of snubbers on instrument lines that tap off of the reactor vessel (labeled PS).

4.

A group of snubbers in the off-gas building (labeled PS).

Snubbers in 1 and 2 had previously been omitted due to clerical error and those in 3 and 4 had been omitted due to a nomenclature inconsistency.

In previous correspondence with "our staff concerning the seismic reanalysis program, CP&L has committed to complete all pipe support modifications by the end of the 1980 refueling outages. Review and approval of this request on an expedited basis is requested to ensure that we are able to meet this commitment.
