Oyster Creek Nuclear Generating Station Docket No. 50-219 Fire Protection - Implementation Schedule In accordance with the Oyster Creek Nuclear Generating Station Operating License No. DPR-16 paragraph 3.E, the purpose of this correspondence is to notify you of a slippage in the implementation schedule for fire protection modifications at the Oyster Creek Station.
The slippage has been caused by various factors inpacting on the implementation schedule presented in Table 3.1 of the NRC Safety Evaluation Report on Fire Protection.
These factors consist of engineering problems discovered during the implementation, procurement problems due to quality assurance considerations, and manpower problems due to 'IMI lessons learned work.
While proceeding with the implementation of certain modifications, corx3itions arose or were discovered requiring delays in implementation due to safety concerns and unforeseen construction problems.
Furthermore, some of the installed systems require further work in assuring reliable operation since testing has revealed the need to adjust son.a equipment to optimum sensitivity and to integrate the system operation with existing plant systems.
We have also experienced some delays due to receiving materials which were not accompanied by the proper documentatien attesting to the quality of the material as specified in purchase specifications. 'Ihis material was rejected in accordance with our Quality Assurance program pending the receipt of the required documentation or the receipt of new, properly qualified material.
In addition to those delays discussed above, we are experiencing a much increased work load in all departments due to the accident at 'Ihree Mile Island and the resulting work associated with implementing the Lessons Learned recommendations (i.e. emergency planning, various evaluations, equipment modifications, etc.).
In an effort to be responsive to Lessons Learned and also proceed with the fire protection work and other projects, our engineering staff has been augmented; however, due to the time required for augmenting personnel to become familiar with ongoing projects some delays have been experienced.

In conclusion, all remaining fire protection modifications with the exception of the Alternate Water Supply to the Yard Inop (due June,1980) and the Remote Shutdown Station (dependent on SEP) will be completed by the end of the current refueling outage.
Prior to Reactor Startup all fire protection systems both passive and active will be operable.
