SUBJECT:
TRANSIENT IN FOREIGN REACTOR I completely agree with your views expressed in your August 20, 1979 memorandum regarding the delay by the staff in informing the Commission of the transient that had occurred in a foreign reactor.
The delay was totally unacceptable and inexcusable.
The requirement to promptly inform the Commission of any incident or event havina safety significance has been the subject of my weekly staff meetings and separate discussions with Office Directors with clearly stated instructicns aimeo at making sure all members of the staff are aware of and comply fully in responding to this requirement.
I have sent the attached memorandum to the Office Directors, charging them to again emphasize this matter with their people.
This subject will be further ' stressed at my staff meeting on August 24.
