TRANSIENT Ifi FOREIGN REACTOR Having reviewed Mr. Shea's memorandum to Commissioner Gilinsky on the above subject of August 20, 1979, I am astounded to learn that information first received on April 26 and again on May 15, followed by two proprietary reports forwarded on May 29, was first reported to the Commission on August 3.
According to Mr. Shea's memorandum, because of the interest of certain outside groups and the special sensitivity of the information "the staff felt that it should notify the Commission of the transient and inform them of the confidential nature of the information."
It is inconceivable to me that the staff could sit on safety information without providing.any report on it to the Comission.
The insensitivity which this evidences cannot be countenanced.
The Commission must be informed and informed without delay.
Itisclearthat,despitereiIeated comments by a number of Comissioners on this subject, this message is simply not getting through.
Pirase provide a detailed report not later than August 25 of the precise imediate steps which you will take to prevent any such lapse in the futura.
