REPORT Georgia Power Company Plant E. I. Hatch Baxley, Georgia 31513 Reportable Occurrence Report No. 50-366/1979-136.

While performing a functional test following maintenance on the torus drywell r e: 3 rr; gg. Vacuum breaker, valve 2T48-F323H did not give open indication at the control ogF,rs,jj room panel or the local canel. Required surveillance was performed on the operable vacuum breaker valves per Tech Specs 3.6.4.1 Action a.

The cause of the occurrence is unknown at this time due to the inaccessibility of the valve. The failure is not related to t!.e maintenance performed prior to the failure.

The inoperable vacuum breaker valve will be inspected and repaired as necessary during the next reactor cold shutdown.

This is a repetitive occurrence to E. I. Haten Unit II, ref. Reportable Occurrence No. 50-366/1979-124.

Final action in this area is pending on the result of the investigation that
