t December 20, 1979 EF2 - 47,446 Mr. Robert G. Ryan, Director Office of State Programs U. S. Nuclear Regulatory Commission Washington, D. C. 20555

Dear Mr. Ryan:

Reference:

Enrico Fermi Atomic Power Plant Unit 2 NRC Docket No. 50-311

Subject:

"Beyond Defense - In-Depth" Stephen N. Salomon, NUREG-0553 October. 1979 Detroit Edison has reviewed the subject document and has deter-mined that the population data listed in the taole on Page :-6 for Fermi 2 are in error. It is our understanding that these numbers were taken from a draft of NUREG-0348 issred in December, 1977. In October, 1979 NUREG-0348 was published in final form.

Although the final report revises the population downward, we do not agree with the data as published as indicated by the enclosed letter to Mr. D. R. Muller, Acting Director, Division of Site Safety and Environmental Analysis.

As shown in the table, the population within 10 miles of the Fermi 2 site is considerably lower than shown in NUREG-0348.

Additionally the growth rate indicated by the State of Michigan in 1978 is lower than projected in 1974 for the area.

With these revised data in hand, Fermi 2 should not be included in either tabulation that appears on Page I-6 of NUREG-0553.

Very truly yours,

, ad 14 WHJ/EFM:j1 Enclosure cc: g R. Muller, Acting Director Division of Site Safety and cnvironmental Analysts }g 7012270 569
