FINAL REPORT - BEYOND DEFENSE IN DEPTH (AITS NO. F03073079)
We have performed a brief review of this document. Our comments and thoughts are presented below:
1.
If the nacion decides to continue with the nuclear option, it appears that emergency planning such as described in this document is essential. Obviously, for emergency planning to be successful it must be adequately funded. Therefore, a report such as this which reviews and studies the subject is important and timely.
2.
It appears to us that it is more appropriate for FEMA than for NRC to obtain funds for emergency planning, dispense these funds to state and local governments, and perform audits to assure that the funds are properly spent.
3.
The report recommends that states whic!t already have concurred in plans be compensated for past funds spent in the preparation of these plans. We recommend that this only be done if the original expense was absorbed by the state.
In at least one state with a presently concurred in plan, I know that a major portion of the funds were provided by the power company.
4.
We believe it is a mistake to get into a position where local or state politicians can block unlicensed reactors or cause the shutdown of licensed reactors by not having a concurred in emergency plan.
