PRELIMINARY NOTIFICATION

-August 28, 1979 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--

PNS-79-95 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Subject:

UNIMPEDED ACCESS TO VITAL AREA While conducting an inspection tour of Salem Unit 2 (construction) approximately 7:20 a.m. on 8/28, the NRC Resident Inspector was able to gain direct access to a Unit 1 Vital Area from the Unit 2 side via an unlocked door at the 64' level.

This entry also provides unimpeded access to two other Vital Areas on the 84' and 100' levels.

The Unit 1 and Unit 2 Vital 4KV switchgear rooms, in the respective Auxiliary Buildings, share a common wall which divides the two units.

The wall is penetrated by three normally locked doors.

The Unit 2 site (under construction) is currently not within the plant protected area.

The unlocked door was immediately brought to the attention of plant security staff and management anc was promptly secured.

A search of all three levels at 8:15 a.m., produced negative results.

A security inspector is being dispatched to the site to conduct a special inspection, to review the circumstances surrounding the event and assess the need for further corrective action by the licensee.

The unit has been shut down for a refueling outage since April 3, 1979 and anticipates return to service September 9, 1979.

The IAT has been notified.

Media interest is expected due to acute local interest in unit operation and other problems.

The States of New Jersey and Delaware have been notified.

A press release is not planned by the licensee or NRC.

NRC, Region I, (Philadelphia) received notification of this occurrence from the Resident Inspector at 8:00 a.m. on August 28, 1979.
