Based on the results of an AEC inspection conducted on September 10-12, 1974, it appears that one of your activities was not conducted in full compliance with AEC regulations and the require =ents of your licensa as indicated below.
10 CFR 73.40 requir.:s that the Security Plan submitted by the licensee be followed af ter March 6,1974.
Section I, paragraph 4 of the Security Plan, Revision 4, dated February 4, 1974, requires written procedures for the i=plementaticn of the Security Plan.
Section 2.3 of the Security Plan's Administrative Procedure AP1011.1, Revision 0, dated February 13, 1974 states that the individual issued a key for a security (protected) area lock is responsible for the area undo. that key's control until the area is again secured and the key is returned.
Contrary to the above, between 11:30 a.n. and 12:00 noon on September 12, 1974, an AEC inspector observed that a double swinging gate to a security (protected) area on the north side of the Service Building was open and apparently was not under control, and the inspector entered this gate unescorted and then gained entrance to the Service Building without verifica-
. tion of the propriety of such entrance being attecpted or accomplished.
