This refers to the inspection conducted by Mr. B. K. McLeod,
of this office "on January 9,10 and 11,1973, of activities
authorized by AEC Construction Permit No. CPPR-40 and to the
discussions of our findings held by Mr. McLeod with Messrs.
Klingaman and Herbien of your staff at the conclusion of the
inspection visit and to subsequent telephone discussions be-
tween Mr. McLeod and Mr. Barton on January 22 and 30,1973.
Areas examined during this inspection included tne Preopera-
'
tional Testing Program, Preoperational Test Procedures, Post-
erection Cleaning and Quality Assurance. Within these areas, -
the inspection consisted of selective examinations of proce-
'
dures and representative records, interviews with plant per-
sonnel, and observations by our inspectors.

In addition, our inspector examined the areas identified as
violations in our letter of October 31, 1972, which were dis-
cussed in your response dated November 20, 1972. The results
of this examination indicate that the ccrrective actions de-
scribed in your letter of November 20, 1972, which were to be
completed by November 30, 1972, have not been completed.
In re-
gard to these outstanding corrective actions, we now understand
that the Test Manual will be approved by the Test Working
Group and issued by January 31', 1973, and that Test Instruc-
tion No. 18 will be approved and issued by February 15, 1973.
It is also our understanding that the Quality Assurance Program
covering testing and startup activities, which was formerly
part of the Test Manual, is being prepared as a separate doc-
ument and that it will be annroved and issued on or before
March 3, 1973. These corree ~.ve actions, which we consider
as firmly committed, will bc verified during a subsequent,
and timely, inspection of your program.

No new violations or safety items were identified in the areas
examined during this inspection.
The results of our review of your Core Flood Tank Flow Test
Procedure have been referred to Regulatory Operations Head-
quarters for review, evaluation and possible action. You
will be informed of the results of this review.
As a result of the inspection, we wish to confirm our under-
standing of items which were discussed at the conclusion of
i
the inspection. These items, with clarifying co=ments, as
}t
appropriate, are as follows:
1.
All active components, the operating times of which affect
}
!
the ability of systems designed to seismic Category I cri-
teria to pet ?orm their design safety function, will be
functionally tested, where practicable, under the system
conditions of temperature, pressure, differential pressure
and flow that would be expected when those components are
required to operate. During these functional tests, the
elapsed time required for each of these components to r.each
its required operational state will be measured and verified

to be within acceptable limits.

The Containment Leak Rate Test will be conducted subsequent
I
to the successful completion of the Containment Structurri
Integrity. Test as required by the American National Stan-
dard N45.4 - 1972, Leakage Rate Testing of[ Containment
Structures for Nuclear Reactors.

In accordance with Section 2.790 of the AEC's " Rules of Prac-
.
tice," Part 2, Title 10, Code of Federal Regulations, a copy

of this letter and the enclosed inspection report will be
placei in the AEC's Public Document Room.
If this report
conmains an? information that you (or your contractors) be-
lieve to be proprietary, it is necessary that you make a
!
written application within 20 days to this office to with-
hold such information from public disclosure. Any such ap-
plication must include a full statement of the reasons on
the basis of which it is claimed that the infor=ation is

proprietary, and should be prepared so that proprietary in-
formation identified in the application is contained.in a
separate part of the document. If we do not hear from you
