This refers to the inspection conducted by Mr. P Kellogg of this office
on September 26-28, 1977, at Three Mile Island Nuclear Station, Unit 1,

Middletown, Pennsylvania, of activities authorized by NRC License DPR-50
and to the discussions of our findings held by Mr. Kellogg with Mr. J.

O'Hanlon of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the Office of
Inspection and Enforcement Inspection Report which is enclosed with this-
letter. Within these areas, the inspection consisted of selective
!
examinations of procedures and representative records, interviews with
personnel, and observations by the inspector.

Within the scope of this inspection, no items of noncompliance were
,
observed; however, we wish to express our concern relati.ng to your
'
management controls which allowed a decay heat pump examination of
-
potential significance to safety, suggested by your NSSS, to be delayed
due to lack of spare parts. Your coments on this matter and steps you
plan to avoid a recurrence of matters such as this would be helpful in
our further evaluation of your activities.

2, Titl
10, Code of Federal Regulations, a copy of this letter and the
enclos!
inspection report will be placed in the NRC's Public Document
Room.
