PRELIMINARY NOTIFICATION,

March 22,'1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-57 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest sianificance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Power Authority of the State of New York James A. FitzPatrick Nuclear Power Plant Scriba, New York (DN 50-333)

Subject:

THROUGH WALL PIPE CRACK IN FLUSH SUPPLY FROM CONDENSATE FILL LINE The licensee informed the onsite NRC inspector at 9 a.m., on March 21, 1979, of a pipe crack in the four (4) inch carbon steel (type A106, grade B) Flush Supply From Condensate Fill Line.

The crack is located in the heat affected zone of the weld where the four (4) inch line is joined to the 24 inch ' A' LPCI line.

The leak is isolable from the Reactor Coolant system.

The plant was in a shutdown condition with the ' A' Residual Heat Removal (RHR) shutdown cooling system in operation.

Licensee personnel observed water in the general area and removed the piping insulation on March 20, 1979.

At that time water was observed spraying from the crack.

The 'A' RHR system was secured and tagged out and the 'B' RHR system placed in operation.

No radiological problems have been encountered.

The crack has been observed as approximately a four (4) inch long hairline crack.

The licensee is performing an engineering evaluation to determine the best method of repair.

Media interest is possible because of the past pipe crack concerns.

The State of New York has been informed. A press release will be issued by either the licensee or NRC.

NRC, Region I, (Philadelphia) received notification of this occurrence by telephone from orsite inspector at 11:00 a.m., March 21, 1979.
