PRELIMINARY NOTIFICATION May 22, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-79-121 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by I_E staff as of this date FACILITY:

SUBJECT:
ONSITE CONTAMINATED WATER SPILL At 12:30 p.m. on May 21, contaminated water spilled to the floor of the Unit 2 Safeguards Building, out a door and onto a concrete pad and the ground.
No water was released off-site. The licensees Technical Specifications do not require reporting of the event.
The spill occurred during a valve lineup to transfer water from the Reactor Water Storage Tank (RWST) to the Spent Fuel Pit.
Valves isolating the No. 2A core spray pump, located in the Safeguards Building, leaked or malfunctioned and water spilled through an open vent valve on the pump to the floor of the Safeguards Building. The floor drain was plugged and water subsequently flowed out a door to a concrete pad and the ground.
The spill lasted one to twc minutes before it was noticed and the RWST isolated. The total volume of liquid spilled is estimated to be about 5 gallons; the volume spilled outside the Safeguards Building was about two gallons.
Analysis of the water indicates activities of 0.02 microcuries per milliliter, consisting mostly of Cobalt-58.
Tritium levels of 0.035 microcuries per milliliter were also detected in the water.
The licensee removed three 55 gallon drums of contaminated dirt for disposal as solid radioactive waste.
Decontanisation of the exterior concrete pad was completed by 5:00 p.m. on May 21.

No personnel contamination or overexposure resulted from this event.
Neither the licensee or the NRC plan to issue a news release regarding this event.
The Commonwealth of Virginia has been informed.
Region II (Atlanta) received notification of this occurrence by telephone from the NRC Resident Inspector at 9:00 a.m.
on May 22.
