Dear Mr. Burns:

Enclosed for infor=ation is a letter I recently sent to Dr. Den 5cn in response to a so-called " notion for dismissal" filed by counsel for the' licensees of Davis-Besse I. Since I have received no confirmation from you as to the materials I sent May 23, I assume that they have reached you.

I have a questions what constitutes a " reasonable time,"

per 10 CFH H2.206 and the notice which the NEC published in the Federal Register of TCSE's complaint? It is of concern because nothing in Dr. Denton's letter clarifies the point..

I, at all possible, please advise =e on this point. It is the desire of TCSE that the troubling emergency plan de-ficiencies will be dealt with honestly and openly by the NRC in an expeditious manner, so that we_will not have to' seek extraordinary relief through the federal courts.
