Docket No. 50-305 Operating License DPR-43 IE Inspect ion Report No. 78-21 The reference Inspection Report conducted by Mr. J. D. Smith of your office listed one item of noncompliance in reference to our Inservice Inspection Surveillance Program. The attachment to this letter contains our response and corrective action to this item of noncompliance.

I INFRACTION: 10 CFR 50.55a(g) requires inservice testing of ASME Code Class 1, 2 and 3 pumps and valves be performed in accordance

. with Section XI of the ASME Boiler and Pressure Vessel Code, 1974 Edition, and Addenda through Summer 1975.

Contrary to the above, as of October 26, 1978:

a. Pump vibration reference valves had not been established as required in Article IWP 3000 of the subject code.
b. Power operated valve stroke times had not been established as required in Article IRV-3000 of the subject code.

RES PONSE: a. For those pumps in the ISI program that are routinely run under normal system conditions during plant operations, pump vibration reference values have been established. For the remaining pumps vibration reference values will be established prior to the end of the next scheduled refueling outage which will occur in May and June, 1979.

Procedures incorporating limiting vibration reference values will be updated after all reference vibration data has been completed.

b. Power operated valve limiting full stroke times had not been established for previous ISI valve test requirements.

Article IWV-3410(c) of the subject code requires limiting values for full stroke times to be established, but does not designate an action if such a value is exceeded. We are currently revising our ISI Technical Specification submittal to incorporate a meaningful use of limiting full stroke values, which should be those times established to meet safety analysis criteria. This exception to the subject code is being submitted as proposed Amendment No. 25B to the Kewaunee Nuclear Power Plant Technical Specifications and will include an updated valve listing with modified valve testing requirements. While this proposal is being acted upon we will determine limiting values for full stroke and closure times for those valves included in the updated valve list of proposed Amendment No. 25B. These limiting values will be incorporated in our test procedures prior to the next refueling.
