A.5 and 4.7.B.1 when the diesel generator and station batteries were not tested and monitored within the specified time interval.                  This event is considered to be a reportable occurrence as defined in the Technical Specifications, pa ragraph 6.9.2.b.3 Conditions Prior to Occurrence The major plant parameters at the tima of the occurrence were:

Power: Generator, 665 MWe Reactor, 1919.2 MWt Flow: Recirculating, 16.0 x 104 gpm Feedwater, 7.165 x 106 lb/hr Stack Gas: 4.46 x 104 pC1/sec. Description of Occurrence On Wednes. day, December 13, 1978, at approximately 1100 hours, during review of the surveillaice procedures by the reviewing engineer, it was discovered that both the diesel generator and station batteries were not tested and monitored within the specified time interval. The following dates and intervals were found to exist for those tests that were delinquent. Reportable Occurrence No. 50-219/78-34/3L-0 Page 2 January 9, 1979 Apparent Cause of Occurrence The apparent cause of the occurrence can be attributed to the failure to adhere to the distributed surveillance schedule. This occurred due to the heavy work load during the refueling outage. Analysis of Occurrence The station battery has been sized with a capacity suitable to supply emergency power for a time deemed adequate to safeguard the plant while normal sources of power are restored. The diesel generator batteries have been sized with a capacity suitable to start the diesel generators in case of a loss of power accident. The recent surveillance of both diesel and station batteries indicated that all param'.ters were acceptable,and had the system been called upon, it would have functioned satisfactorily. Corrective Action The instrument and Electrical Maintenance Supervisor was notified that the diesel and station batteries weekly surveillance was overdue. The Plant Operations Review Committee (PORC) discussed this problem with instrument / electrical supervision. The instrument / electrical supervisor will instruct his personnel on the importance of performing the required surveillance test within the time frame outlined in the Technical Specifications. The PORC also reviewed the electrical department's system for scheduling the required tests and was satisfied with its operation.
