Inspection 50-213/77-23

This refers to your letter dated February 2,1978, in response to our

letter dated January 6, 1978, and to the meeting held at the NRC, Region

I Office on August 28, 1978, relating to the activities authorized by

NRC License No. DPR-61. The meeting was attended by members of ray

staff, Messrs. Graves and Clow of your company, and Messrs. Cagnetta,

Rogers and Palmer of Northeast Utilities Service Company.

The purpose of the meeting was to offer you an opportunity to present

further evaluation of the radiation exposure referred to in NRC In-

spection Report No. 50-213/77-23. This evaluation was documented in

your report, " Investigation of the Exposure to an Individual with

Unusual Dosimetry," dated November 27, 1978 (GTS-78-E-495).

With respect to Item A in the Notice of Violation attached to our

January 6, 1978 letter, based on.r

2 rial presented at the meeting and

in your November 27, 1978 report, auequate factual information to

conclude that the individual did not receive an exposure of 22 Rem to

skin of the whole body has not been presented. Specifically, the

quantity, location and distribution of radioactive material originally

located on the thermoluminescent dosimeter holder would be insufficient

reason to reject the thermoluminescent dosimeter results since no facts

have been presented to indicate how long this contamination was present

on the holder. Accordingly, you should assure that the 22.489 rem skin

exposure is properly reported to the Commission and the individual, as

required by 10 CFR 20.408 and 10 CFR 20.409, and that steps are taken to

prevent recurrence. Your actions will be reviewed during a subsequent

inspection.

Regarding Item B in the Notice of Violation, based on discussions during

the meeting, it is clear that the form of Technical Specification 6.13

in effect at the time of the inspection required the use of a continu-

ously indicating instrument to maintain compliance. Amendment 25 to the

Connecticut Yankee Technical Specifications, issued February 27, 1978,

is presently in effect. We understand that you are requiring adherence

to its provisions in order to prevent recurrent noncompliance in this

area.
