Dear Mr. Dise:
The flRC staff has coiupleted its review of the tiine Mile Point, Unit 1, Security Plan.
The security plan deficiencies identified as a result of this review are discussed in Enclosure A.
The deficiencies are signifi-cant enough to warrant imposition of the license conditions, also identified in Enclosure A, to ensure the adequate protection of fline Mile Point, Unit 1, against the threat specified in 10 CFR 73.55(a).
The purpose of this letter is to notify you of the unsatisfactory pro-visions of the Security Plan prior to the release of the Security Plan Evaluation Report.
This is being done in order to provide you with the opportunity to incorporate into the Security Plan the additional commitments identified in Enclosure A, or other security measures that will provide equivalent protection.
Should you desire not to incorporate these revisions into your Security Plan you may initiate the f1RR appeal process through the licensing project manager.
In the event the appeal is denied, a license amend-ment will be processed in accordance with 50.90 and 50.91 to identify the referenced Security Plan as the approved plan for fline Mile Point Unit 1, and as a condition of the operating license.
This will be followed immediately with an Order for Modification of License, in accordance with 2.204, to incorporate the staff requirements into the license.
Enclosure A contains 10 CFR 2.790 information and is being withheld from public disclosure.
