SUBJECT:

SAN ONOFRE FIRE PROTECTION This is in response to your comments:

1.

The memorandum has been placed in the PDR.

2.

We are going to require the following measures before startup:

a.

Interim mcdifications to the plant to provide reasonable assurance that in the event of a fire to the 4160V switch-gear room or the lube oil reservoir area, that the plant will have a capability to safely shutdown.

These interim modifications will consist of a 12Kv/480V transformer, cable routings to the 480V switchgear room, rerouting of certain component power and control cables, curbs to contain lube oil spills and uprating of fire doors in the vicinity of the fire area.

b.

Casuality procedure for safe shutdown of the plant in the event of a fire in the 4160V switchgear room or the lube oil reservoir and conditioner area.

(Will utilize the interim modifications described in 2a).

c.

Improved fire fighting and detection capability consisting of; a.

an hourly fire patrol b.

additional fire fighting equipment. including equipment needed to fijht lube oil fires.

c.

a five maa fire brigade.

d.

adJitional training for the fire brigade 3.

No, there will not be an SER before plant startup.

Plant startup will take place about November 1. The SER will be issued about the middle of November.

4.

The basis for accepting operaticn S':ptember 1-15 was that during this p riod the licensee implemented additional fire detection and fir fighting measures which in the staff's judgement reduced the probability of a severe fire in these areas to an acceptable level.

These measures included:

A continuous fire watch.

Additional fire fighting equipment including equipment to figSt lube oil fires.

A five man fire brigade (vs. a previous strength of threemen).

d.

Additional fire brigade training ta improve brigade capability to fight the types of fire which could occur in these areas.
