The switchover procedure, described in tables 6.3.2-3, 6.3.2-3A, and

6.3.2-3B, does not address failure to initiate tne operatcr switchcver sequence at the RWST lo-level alarm.
It is the staff's position that failure to initiate switchover at this alarm could result in omission (or delay) of all subsequent operator actions until a seccnd alarm is encountered.
