0FFICIAL TRAVEL In response to recomendations made by the General Accounting Office in its report entitled."Use of Discount Airline Fares and Teleticketing Would Help Save on Government Travel Expenses" the Comission has approved ir.itiation of the following procedures:
1.
Except in unusual circumstances, travelers (including invitational and consultants) must utilize the services of the Travel Services Branch at Headquarters a.,d the regional travel offices for making reservations and obtaining tickets.
2.
Reservations must be made and the Request and Authorization for Official Travel (NRC 279) must be submitted as early in advance of travel as possible to ensure that discount and off peak _ fares can be utilized.
The GA0 report stresses that ticket refund requests must be submitted on a timely basis and that adequate control of the amount of refunds be established.
In this regard you are urged to comply with NRC Manual Chapter 1501 wh'ich requires that vouchers are to be submitted within 7 days after travel is performed.
In addition, NRC is required to periodically audit vouchers and evaluate explanations for not using discount fare tickets.
In instances where tickets were not obtained through travel personnel, an explanation must be included on your voucher if discount fare tickets were not used.
Periodic reports will be made to identify savings realized.
NRC Manual Chapter 15Gl will be revised to reflect these new requiremeats.
