0FFICIAL TRAVEL The purpose of this announcement is to bring to your attention two regula-tions affecting air travel. These regulations are presently in effect and must be adhered to.

1.

First-Class Air Travel The Federal Travel Regulations require prior approval for the use of first-class air travel.

This ragulation was published in NRC Appendix 1501 on April 5,1978, and requires travelers to obtain EDO approval whenever first-class air travel will be used.

Approval will only be granted when planned travel meets the criteria stated in NRC Appendix 1501, Part III, A.15.

Under extenuating circumstances, approval for first-class may be granted after travel has taken place, subject to the same criteria as approval prior to travel.

In the absence of specific approval, travelers will be held financially responsible for all additional costs resulting from the use of first-class air accommodations.

Discount Air Fares.

Whenever possible, travelers are required to maF.e all airline reservations through the Travel Services Branch (TSB) or Regional Travel Offices so that discount airfares can be obtained. This was emphasized in Announcement No.

122, dated October 6,1978, and later published in NRC Chapter 1501 on December 4,1978.

The need to require the use of NRC travel offices resulted from a GA0 report entitled "Use of Discount Airline Fares and Teleticketing Would Help Save Government Travel Expenses," dated July 21, 1978.

As a result of that report, the Commission approved procedures to insure the use of discount and off peak fares.

As further clarification of these procedures, the following rules will apply to NRC travelers:

Whenever a discount fare is available, the travel offices will obtain your airline ticket at that rate.

l ~ b. If combined personal and official travel qualifies you for a discount rate, the travel offices will obtain tickets accordingly. Subsistence expenses are not allowable for the personal portion of your travel including stop overs. c. If reservations and tickets cannot be obtained through the travel office you must fully justify the reasons for not obtaining a discount fare if at the time your reservations were made, you qualified for a discount fare. The GA0 report also requires NRC to periodically audit and evaluate explana-tions for not using discount fares. This audit will be performed by the Office of Inspector and Auditor. These regulations are currently in effect and you are reminded that you must make everf effort to make all air travel arrangements through the TSB or your Region Travel Office. ), _ = =T ! ee V.
