October 4,1979 Cccket No. 50-313 Mr. William Cavanaugh, III Vice President, Generation and Construction P. O. Sox 551 Little, Rock, Arkansas 72203

Dear Mr. Cavanaugh:

We have reviewed your submittal cated December 22, 1977, which was a response to our letter dated September 15, 1977, concerning a possible baron dilution incident at Arkansas Nuclear One - Unit 1.

Your submittal only addresses the potential of one event other than the boren dilution incident that could cccur by inadvertent draining of spray additive tank to the reactor coolant system as happened at Crystal River.

In order to complete our review, provide the identification of all cther potential boren dilution accidents which you have evaluated and which are not analy:ed in the FSAR. Provide the consequences of the baron dilution accidents so identified.

You have identified a potential mode of boren dilution that could occur when filling the refueling canal by way of the icw pressure injection system if a single failure is postulated concurrently with the testing of the NaOH control valves. To eliminate tnis potential mode of boron dilutien due to single failure, you have cnanged operating procedures requiring tne closing of valve CA49 in addition to valves CA61 and CA62.

Provide the piping and instrumentation drawings which will show the location of those valves and which will verify that closure of CA49 will provide redundant isolation of the NaOH Storage Tank from the reactor coolant system.

You are requested to provide a response to the above requests within 30 days.

Sincerely, m

O<
