License No. DPR-72 Florida Power Corporation Crystal River, Unit 3 Based on the results of the NRC inspection conducted on July 9-13, 16 and 17, 1979, certain of your activities appear to deviate from your commitments to the Commission.
The Florida Power Corporation response dated June 15, 1979, to I&E Report No. 302/79-04 states, in part:
(1)
In response to Item A, that Jumper Record in CP-114, Enclosure 2 was revised to require that the Shift Supervisor complete safety analysis for each jumper prior to installation and that full compliance has been achieved.
(2)
In response to Item G, that QOP 2.0, Training, was revised on April 2, 1979, to provide better control of training operations in the area of Power Plant Materials training.
(3)
In response to Item H, that training was held to discuss the requirements to include an appropriate evaluation statement r per ANSI N45.2.12 and that full compliance has been achieved.
Contrary to the above:
(1)
CP-114, Enclosure 2 was not revised as of July 13, 1979.
(2)
QOP 2.0 was only reviewed during the April 2, 1979, revision with no change made to provide better control of training operations.
(3)
The training session was held, but the evaluation statement presented was taken from QOP 8.0 and did not conform to the ANSI N45.2.12 required evaluation statement. The QOP 8.0 statement was identified as unsatisfactory by the inspector during inspection 302/79-04.
