CONFIRMATION OF CONCURRENCE This letter confirms the telephone conversation on August 29, 1979, between you and Mr. R. D. Martin of my staff during which we concurred in your planned schedule for returning Crystal River Unit No. 3 to service.
This concurrence addressed the items contained in our Confirmation of Action letter to you dated, August 20, 1979.
The basis of this concurrence is satisfactory completien of the aforementioned items as verified by our inspector on site, and the results of a meeting conducted on August 23, 1979, at the NRC Headquarters Office in Bethesda, Maryland.
It is our understanding, based on our conversations with the Plant Manager, that Crystal River 3 will be restarted with a four reactor coolant pump configuration and that future plant startups with a three reactor coolant pump configuration will not be attempted until the following two items have be;i accomplished:
1.
Affected operating procedures will be revised to adequately address startup and power maneuvering in this operational configuration.
2.
Adequate training for all operations personnel will be provided addressing this operational configuration and the associated operating procedures.
Please inform this office immediately if your understanding of this matter is different from that stated above.
