APPENDIX A NOTICE OF VIOLATION Public Service Company of New Hampshire Docket Nos. 50-443 50-444 This refers to the inspection conducted by representatives of the Region I (Philadelphia) office at the Seabrook Station, Units 1 and 2, Seabrook, New Hampshire of activities authorized by NRC License Nos. CPPR-135 and CPPR-136.

During this inspection, conducted on April 3-4, 1979, the following apparent item of noncompliance was identified.

10 CFR 50, Appendix B, Criterion V, states, in part, that:

"Acti-vities affecting quality shall be prescribed by documented instruc-tions, procedures, or drawings... and shall be accomplished in accordance with these instructions, drawings, and procedures..."

The licensee's PSAR for Seabrook Station, Units 1 and 2, states, in part, in Paragraph 17.1.5i "Each organization is required to perform their respective quality related activities covered by this program in accordance with documented instructions, procedures, or drawings."

Paragraph 6.1.5 of the United Engineers 6nd Constructors Field General Construction Procedure, FGCP-9, states, in part:

"Each piece of equipment equipped with a space heater will have service wiring connected to heater leads by means of a terminal block, wire nuts or other approved method.

Each lead should have sufficient slack to accomodate checking with a tong test amp-meter, if no other means of verifying heat out-put is available."

Contrary to the above, as of April 4,1979, items in storage equipped with space heaters were connected by non-approved receptacle plugs to service wiring.

This item is an infraction.
