The action requested is discussed below:

Detail 7 of the inspection report discusses the dilution of the Sodium Thiosulfate Tank during recirculation of the Sodium Hydroxide Tank as a result of leakage thru a normally closed valve and the corrective actions taken and being considered by the licensee. We note that the licensee is acting responsibly to prevent a recurrence of'this situation.

Technical Specifications require that each tank be sampled quarterly and after makeup. The safety implications of this event are that it would be possible to operate unknowingly with a tank out of specs until the next sample period. We believe this occurrence has disclosed an apparent design deficiency which may be generic to B&W designed plants.

We recommend that Licensing review this matter for possible backfit considerations on currently licensed plants and for possible considera-tion during design review of plants not yet licensed.

The documentation letter and inspection report for this inspection have been sent to the licensee from this office.
