Pierce, Florida EUBJECT: DAMAGE FROM HURRICANE DAVID Ouring the passage of Hurricane David over the St. Lucie site, about 200 feet of a crane being used in the construction of Unit 2 fell due to the high winds. The crane struck an offsite power supply line to the Unit 3 B startup transformer at approximately 11:48 a.m. on September 2. Because or earlier (11:40 a.m.) indications of a ground on the B battery, the B battery had been disconnected to permit tracing of the ground. When the transformer lost the source of power, the unavailability of the B battery prevented start of the B diesel. Unit I was in cold shutdown at the time with primary temperature being maintained by the residual heat removal system. The licensee assured the operability of the A diesel, and offsite pcwer to the A startup transformer was not lost. The licensee took action to restore the B batteries and B diesel generator to operability to restore full power to redundcnt equipment. Diesel generator operation was achieved at approximately 7:00 p.m. The NRC inspector onsite reported that offsite power was available to the A startup transformer throughout the storm. Media' interest has been minimal. Licensee has issued a press release. NRC is not going to issue a press release. The State of Florida has been notified. Regional II (Atlanta) received notification of this occurrence by telephone from the inspector onsite during this period. This information is current as of 3:00.p.m. on. September 4, 1979.-
