July 17, 1979 The Ecccrable J. Lewis Mess, Chair:an Scu:h Carclina Fublic Service Cc::issien

?.0. Icx 11649 Celu=hia, SC 29211

Dear Mr. Chair =an:

The Nuclear Regulatory Cc==issien (NBC) has been engaged in the develep-cent cf a more explicit pelicy fer nuclear facility dece==issiening.

In Sep:e:ber 1975 ve held a se: ef re;ienal verksheps to revieu vith State efficials the specifics cf the *:RC plan.

In respense te the cc=:ents, the plan was = edified.

NUREG-0436, Fevisien #1 was issued in Dece=ber 1975 and sent te all the States for ce==ent.

A fc11ceup set cf verkshops to discuss

~

technical studies ccepleted since last year, a prelizinary draft of a generic envire= ental i= pact statement, and draft propesed rule changes, vill be held en Septe:ber 12-14, Columbia, South Carolina and September 25-27, Seattle, Washington. An agenda is enclosed.

I invi:e you te participate er designate a representative to participate in these verkshops.

You zay, of course, send others as observers.

In the event that rhere are budgetary difficulties, se e funds may be available for travel.

I a: also sending letters ef invita:icn te the leadership cf the State legis-lature and the Governer.

A lis: ef the State's attendees at the Septe:ber 1978 verkshop is enclesed.

We have had suggestiens at the previcus verksheps that i: vould be useful fer the participants to tour a nuclear facility prier :c discussing any new NRC prepesed regulations er guidelines.

The attendees generally agreed that such a : cur sculd give the participants a better perspective ef what sculd be entailed in deco==issioning these facilities.

Over the pas: few cenths we have pelled the participan:s of the Septe:ber 1975 verksheps to see if there was still interest in :aking a : cur prior c this verkshcp.

But the respense was geegraphically divided.

There was a centinued interes frc= those partic-ipants who would go to the verkshcp in Celu:bia, Seuth Carclina.

Hence. ve

'. ave arranged for a fernal tour en September 11 ef Sumner I, a nuclear pcver plan: under censtruction, and the lev-level burial grcund in Barnwell, Scu:5 Carclina.

300R DiMI. =eue sa:uo2

Surprisingly, there was little interest in a : cur cf Hanferd frc: :hese States that sculd participate in the Seattle verksh:ps.

Theref ere, we are not condue:ing a formal tour.

We have, hevever, r.a d e arrange:ents with the Richland Opera:icas Office of the Depart ent cf Energy te provide a teur if sete of the participants vant te travel to Hanford on Septe:ber 23 fer a : cur en Septe=ber 24 They would have te return to Seattle en the evening ef the 24th in order to be~available for the start of :he verkshep, en the fc11 cuing

=crning.

Another suggestien that ca:e cut cf our September 1978 verkshops was that each State's representatives to the nex: verkshcp have the opporte 1:; to caucus before cc ing to the verkshcp.

The purpose of the caucus would be te develop the Sta:e's pcsitien en the issues that vill be discussed.

supper: this idea and vill prcxide ycu er your designated representative vi:h :he appropriate infer:atien in advance of the meeting.

1 would apprecia:e it if you would designate ycur representa:iee, his positien, address and telephcne number and notify the centrac cr who is previding supper: fer the verkshep: P.s. Sharon The:psen-Ceben, FEEE Censultants, Inc.,

2150 Ecckv111e Fixe, Sui:e 202, Rocksille, Maryland 20S52, (201) 3'0-7990.

So that we can =2ke the necessarv travel and tour arrange:ents, we need te kncu who your representatives are by July 27.

Ia enciesing backgrcund raterial en the issues te be discussed.

~

a.

Sincerely,

/
