Subj ect: Omission of Reinforcing Steel in Unit 3 Fuel Handling Building Wall In response to your recently idehtified problem concerning the iliadvertent omission of 196 pieces of No.11 reinforcing steel from a Unit 3 fuel handling building wall on October 24, 1979, it is our understanding that you have directed your contractor, Morrison-Knudson, to stop all further concrete placement for the wall in question pending further analyses and resolution of the matter. With respect to the resumption of the work in question, it is our understanding that:
1.
An engineering evaluation will be made of the proposed repair.
2.
The approved repair will be made prior to any further placement of concrete in the wall.
3.
This office will be provided with a written report of the omission of the reinforcing steel, the corrective action and your engineering evaluation of the corrective action taken.
4.
The Region V office will be contacted prior to resumption c,f placement of concrete in the Unit No. 3 Fuel Handling Building wall.
If our understanding of your planned actions is not as described above, pleasc contact this office imediately.
