APPENDIX A NOTICE OF VIOLATION Duke Power Company License No. CPPR-167 Cherokee Nuclear Station, Unit 1 Based on the NRC inspection August 23-24, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, l'74.
As required by Criterion V of Appendix B to 10 CFR 50, implemented by Duke Power Company Topical Report, Duke 1A, paragraph 17.1.5,
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings,...and shall be accomplished in accordance with these instructions, procedures,...".
Chart M-2B-CK of Cherokee Procedure M-2 requires that concrete cylinders be cured in accordance with ASTM C 511. ASTM C 511 requires that moisture in the curing room atmosphere be saturated to the degree needed to ensure that the exposed surfaces of all cylinders in storage will both look moist and feel moist at all times.
Contrary.te the above, on August 23, 1979 the surfaces of cylinders from pour numbers 691, 692, 693, 694, 695 and 696 stored in the concrete laboratory curing room were dry.
This is a deficiency.
