This office has received a copy of your letter dated August 17, 1979, which transmitted your Security Personnel Training and Qualification Plans to the Office of Nuclear Reactor Regulation (ONRR) for review and approval as required by 10 CFR 73.55 of the Commission's regulations.

The Plans are for Drowns Ferry, Sequoyah, Watts Bar, and Bellefonte Nuclear Stations.

The submittals were not accompanied by approval or amendment fees as required by Section 170.22 of 10 CFR 170 for the Browns Ferry Units 1, 2, and 3 (Facility Licenses CPR-33, DPR-52, and DPR-o8).

Requests for approvals and/or license amendments such as identified above for Browns Ferry should be classified in the manner set forth in Section 170.22 of 10 CFR 170.

Section 170.12(c) requires that your company prcvide a proposed determination of the amendment (ap oval) class, state the basis therefor, and remit the fee corresponding t this determination with the application for approval or amendment.

Based on guidance frcm the ONRR staff as a result of preliminary review of your Plans, it has been determined that your application involves consideration of a single safeguarc's issue requiring a Class III fee of

$4,000 for Browns Ferry I and Class I fee of $400 each for Browns Ferry 2 and 3 (totalling $4,800).

Fees are payable to the U. S. Nuclear Regulatory Comissicn by check, draft, or money order. If the final review of your Plans by the ONRR staff reveals that these fees are ir. correct, you will be refunded any overpayment or billed for any additional amount due. The costs related to review of the Plans for your other plants which are subject to operating license (OL) review will be included as part'of the CL review costs.
