10/26/73 THREE MILE ISLAND NUCLEAR STATION--DOCKET NO. 50-289 Supplementary Testimony on License Fees By Darrel A. Nash Contention 10 The extent to which the NEPA review concerning cost / benefit analysis and alternatives may not be complete in that the following point (s) have not been fully analyzed or included:

(a) Costs of administration and regulation by governmental agencies (limited to the matter of license fees payable by applicants to the Atomic Energy Commission in connection with this facility)

The operating license fees payable by the Applicants to the Atomic Energy Connission in connection with Unit 1 of this facility total 1

$718,975 plus an annual operating license fee of $164,775./ Operating license fees of $365,825 and an annual operating fee of $30,420 was in effect at the time of the preparation of the FES.2/ While these are substantial fee increases the magnitude is small compared to overall capital and operating costs and does not change the conclusions of the cost benefit analysis.

Insurance costs (limited to annual insurance premiums and idemnity fees payable in accordance with the Price Anderson Act)

Annual insurance premiums are $270,000 to cover liability claimes of 595 million through the Nuclear Energy Liability Insurance Association (NELIA), and indemnity fees under the Price Anderson Act of 576,000 to cover additional liability insurance costs for the No.1 unit at the Three Mile Island Nuclear Plant. These costs were included in the Staff's benefit cost analysis.
