AMEllDMEilTS TO CONSTRUCTI0fl PERMITS The Commission has issued the enclosed Amendments fio. I to Construction Permits fios. CPPR-162 and CPPR-163 for the Phipps Bend fluclear Plant, Units 1 and 2.

These amendments are in response to your request dated January 3, 1979, and modify certain commitments made during the course of the environmental review.

We have evaluated the potential fur environmental impact of the proposed changes.

The commitments as proposed are equally protective of the environment and, with the exception of deleting groundwater monitoring during construction, do not alter the intent of the original comnitments.

It is the staff's conclusion that the changes do not alter the previous conclusions that resulted from the Phipps Bend environmental review. Having made this determination, we have further concluded that the amendments involve action which is insignificant from the standpoint of environmental impact, and pursuant to 10 CFR Sections 51.5(d)(4) that an environmental impact statement, negative declaration, or environmental impact appraisal need not be prepared in connection with the issuance of these amendments.

A copy of the related Federal Register flotice is also enclosed.
