Gentlemen:

On July 19, 1979, SCE&G identified to Region II concerns related to torn bottom plate in the condensate storage tank. On August 7, 1979, Region II was advised that Pittsburgh Des Moines Steel had identified concerns with the leak tight integrity of PDM manufactured containment airlocks and hed reported this in accordance with 10CFR21 by correspondence dated August 1,1979. The purpose of this letter is to provide the written report of these matters and to update the status of previously identified items.

Condensate Storage Tank - During start-up and testing activities, a crack in the bottom plate of the condensate storage tank was identified.

This tank had been accepted from the Contractor (PDM) after satisfactory testing and inspection had confirmed acceptability.

As immediate corrective action, Start-up Field Report (SFR) 389 was written on July 16, 1979, and a thorough in-tank inspection performed by SCESG and the Contractor. This inspection could not identify, at this time, the cause of the crack. Since this tank is being used to store water for hydrostatic tests, it has been decided to perform a temporary repair weld on the tank and return it to this use. ,

Mr. James P. O'Reilly Page 2 August 17, 1979 As long term corrective action, permanent repairs will be started in late September beginning with a program to determine the cause of the crack. The plan is to cut out part of the bottom plate and inspect the drain pipe, re-inforcing collar, sand fill, the grout around the drain pipe and the thrust block at the drain elbow. The results of this inspection will also be used to establish the best permanent repair. A final report will be issued documenting the results of the inspection and the repair.

Containment Airlock - SCE&G has determined that PDM has provided Region I a 10CFR21 report detailing this concern. A copy of that correspondence is attached. PDM has advised that modification to our airlock should be accom-plished in September 1979.

Our update of previously reported items is as ful]aws:

1. Steam Generator Level Indication - No change in the status reported July 10, 1979.

2. Pipe Support Loadings, Velan Valves - It has become apparent during support evaluation that it is more prudent to consiler this concern as an additional input during the final "as built" wrik down and design verification of piping systems. This is true becacse of the inter-dependence of loads on piping system (ie, some arc off-setting). A final report will be issued when this verification is coa.plete.

3. Electrical Support Splices - The sampling prsgram of cable tray cupports is complete with results falling within th _ acceptable quality level (AQL) .

All safety related supports were grouped into four lots and sampling using magnetic particle inspection performed in each lot. Two defectives were found in lot 1, one defective in lot 2, and no defectives in lots 3 and 4. Nonconformance Notices were written (835 and 849) to affect repair of the defective hangers.

In addition to the sampling plan, all identified splices,no matter how identified, will be documented in a log showing initial accept /

reject determination and the resolving NCN number if applicable.

All magnetic particle inspection and documentation is scheduled for completion by August 30, 1979. SCE&G considers this the final report on this item.

4. RT Film Deficiencies - No change in the June 18, 1979 reported status.
