OF KEY EVENTS Week Ending June 1, 1979 Responses to IE Bulletin 79-07 (Seismic Pioe Stress Reanalysss)
Carolina Power and Light Company (CP&L) presented NRR with results of seismic pipe stress reanalyses being done for Brunswick Units 1 and 2.

All results were below code allowable.
CP&L agreed to provide by May 25,1979 results of reanalyses of the pipe supports and to provide a management plan for dealing with problems identified as a result of the ongoing reanalyses.
Because of a problem identified in the reanalyses, NRC advised CP&L to address how their calculational method will be amended to render it technically acceptable.
NRR staff issued to Boston Edison Company (BECo) an evaluation which concluded that the requirements of the IE Bulletin are adequately satisfied.
As a result, BECo resumed operation of Pilgrim 1 on May 29, 1979.
Denial ~of Petition on 10 CFR Part 71 On May 30, the EDO denied a petition (PRM 71-5) requesting the Comission to exempt from the requirements of 10 CFR Part 71 the need to furnish the safety analysis report and blueprints of a particular container or package if the named user is provided with specific procedures developed by the owner and filed with the NRC in accordance with Appendix E to 10 CFR Part 71.
NRC Guard Trainino Concept Safeguards staff will explain NRC's Guard Tactics Simulation at the Navy's annual conference on nuclear weapons security, June 12-15 at Jacksonville, Florida.
Order to U.S. Army Armament Material Command On May 21, NRC transmitted an order requiring-the Department of the-Army

ADMINISTRATIVE MATTERS Federal Procurement Data System (FPDS)
The FPDS, operated by the Federal Procurement Data Center (FPDC), contains uniform procurement data reported to the FPDC by more than 50 Federal agencies (including the Nuclear Regulatory Commission). The FPDC has issued its first report, containing preliminary data of the FPDS for the first quarter of fiscal year 1979, its initial rr,orting period. The preliminary data report presents the data receiveo from the reporting agencies in the following report formats:
Acquisition actions and dollars - by agency.
Geographical distribution (by state) of awards over $10,000.
Agency awards over $10,000 - by state.
Awards over $10,000 by state and within each state by agency.

The FPDS will eventually provide uniform information on the executive branch acquisitions for geographic analysis, market analysis, and indicators of Congressional and Presidential initiatives in a number of socic-economic programs.
It also will provide information for measuring and assessing the impact of Federal acquisition on the nation's economy, enhancing the measurement of Gross itational Product in constant prices, and acquisition policy and management purposes.

0FFICE OF NUCLEAR REACTOR REGULATION WEEKLY ITEMS OF INTEREST (Week Ending June 1, 1979)

Brunswick 1 and 2 Representatives of Carolina Power and Light Company (CP&L) met with 00R staff on May 21,1979 to discuss results of seismic pipe stress reanalyses being done for Brunswick Units 1 and 2 as a result of IE Bulletins 79-07.
CP&L presented results for 39 of the total of 171 lines to be reanalyzed.
All results were below code allowable.
CP&L agreed to provide by May 25, 1979, results of reanalysis -
of the pipe supports (about 100) for the first 10 lines and to provide a management plan for dealing with problems identified as a result of the ongoing reanalyses.
In a later development, NRC staff, in meeting with Indian Point on their seismic reanalyses, identified a problem in the reanalyses that would affect the acceptability of the Brunswicy analyses.
Briefly, the problem is the technical unacceptability of using the square-root-of-the-sum-of-the-square method on the two-dimensional model.
By telecon on May 23, CP&L was advised that their May 25, 1979 letter should address the way in which CP&L will amend their calculational method to render it technically acceptable.
Duane Arnold At the request of the Citizens United for Responsible Energy (CURE), V. Noonan (Chief, Engineering Branch, D0R attended a meeting hele cn June 1, 1979 to answer questions concerning the Duane Arnold Energy Center's weld repair program, with emphasis on the recent safe-end replacement.
The meeting was held at the Peoples Unitarian Church, 600 3rd Avenue, S.E., Cedar Rapids, Iowa and was open to the public.
The Office of Inspection and Enforcement, Region III, was also represented.
Pilcrim Unit No. 1 Boston Edison Company (BEco) is completing all required modifications identified as a result of reanalysis of seismic piping stresses on Pilgrim Unit No.1.
In addit.mn, the recirculation system and "D" main steam line design as currently configured have been verified and is consistent with that used in the seismic reanalysis.
0ISE participated in the verification of the design and configuration of these systems.
The staff issued to BECo on May 25, 1979, an evaluaticn of the Pilgrim response to IE Bulletin 79-07 which concluded that the requirements of the Bulletin are adequately satisfied to allcw resumption of cperation.

Sta_te o# riir.nesota - Monticello Spent Fuel Storace Racks On May 16, 1979, the members of the D0R staff attended an open meeting at l'.inr.eapolis-St. Paul with the Minnesota Pollution Control Agency (MPCA) and Northern States Power Company (NSP) to discuss MPCA technical concerns with Boaticello's spent ' fuel storage racks. The meeting was requested by MPCA after the staff issued a Director's Decision, pursuant to Section 2.206, which denied MPCA's request for hearing regarding the storage racks.
The reeting focused on several technical questions, especially the swelling of boral tubes.
Preliminary indications are that MPCA concerns have been cliaviated as a result of the meeting and MPCA will not pursue the issue.
Media coverage of the reeting included local television, radio, and newspapers.
Approsimately 50 members of the public.were in attendance.

OFFICE OF STANDARDS DEVELOPMENT IMPORTANT EVENTS FOR THF. WEEK ENDING JUNE 1,1979 1.
On May 30, 1970, the ED0 signed: (1) a letter to John L. West, Attorney representing Chem-Nuclear Systems, Inc. setting out the grounds of denial of his petition (PRM 71-5) requesting the Commission to exempt from the requirements of 10 CFR Part 71 the need to furnish the safety analysis report and blueprints of a particular container or package if the named user is provided with specific procedures developea by the owner and filed with the NRC in accordance with Appendix E to 10 CFR Part 71; and, (2) a Federal Register notice of denial of petition for rule making. The letter of denial was sent on May 30. The Federal Register notice will be published in the near %1ure. The petition was denied on the grounds that a description cf specific quality assurance provisions is in addition to, and not in substitution for, the package's safety evaluation report, and the right of the public to be fully apprised of the bases for licensing outweighs the concern of Chem-Nuclear for protection of a competitive position that may be set out in a safety analysis report or blueprint.

ISO TC/85 Standards: From May 15th through May 18th, Keith Steyer participated in meetings of Subcommittee 3 (Power Reactor Technology),
Subcommittee 5 (Nuclear Fuel Technology) and the plenary session of the International Standards Organization (ISO) Technical Committee (TC) 85 (Nuclear Energy) at the headquarters of the Deutsche Institut fur Normung (DIN) in Berlin. The participants were from West Europe, U.S.A.
and Japan and, for the first time, Brazil, China, Czechoslavakia and Roumania.
Progress has been made by both SC 3 and SC 5 in preparing nuclear standards.
Several countries observed that improvements could be made in the rate of progress and suggested ways to do so.
It is expected the progress will continue, however, to be slow because of distances between working group members and long times between working group and subcommittee meetings (one and two year intervals, respectively).
In addition to sumary reports by the Subcomittees on progress at the plenary session of TC/85, there was extensive discussion of interface between ISO and other standards agencies, particularly the I AEA.
Although the secretariat for TC/85, DIN (Germany), reported that cooperation has been good, the IAEA representative still had misgivings about duplication of standards efforts and felt there was a continuing need for coordination to prevent duplication. Brazil, the UK and the U.S. A. recommended that an ISO steering committee be formed to review standards interfaces to avoid duplication. The secretariat did not think it was necessary as the secretariat was coordinating areas of standard responsibility with the IAEA. The secretariat's position was adopted as the official TC/85 position.

SD was advised by a passenger of an international passenger aircraft flight that he measured radiation levels of 5-10 mr/hr during the fli ght. NRC staff arranged for a quick inspection by a Federal Aviation Administration field inspector assisted by a Massachusetts State radiation offici al. The inspection was conducted when the same type of packages were being loaded on the same flight as thought to be in the reported incident. The inspectors found that the packages were within regulatory limits and they were loaded on the aircraft in a satisfactory manner. The radiopharmaceutical packages as loaded during the inspection would not have produced the radiation levels reported in the incident. The Massachusetts State radiation official was familiar with the apparatus used to measure radiation by the passenger reporting the incident; it is a new technique which does not measure directly, but requires some interpretation.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending June 1,1979 U.S. Navy Interested in NRC Guard Trainino Concept Safeguards staff have been asked to explain NRC's Guard Tactics Simulation (GTS) at the Navy's annual conference on nuclear weapons security, June 12-15, at Jacksonville, Florida.
The Navy is considering use of GTS to train security forces at nuclear weapons storage sites.
Interdepartmental Committee on Internal Security (ICIS)
The NRC Safeguards staff helped the ICIS subcommittee on Defense Against Unconventional Attack draft a report on existing federal plans, procedures and agreements for dealing with nuclear theft. The draft report will be reviewed by the full ICIS and then submitted to the Attorney General.
Nuclear Transportation Route Survevs As part of a continuing program of route surveys to support transportation safeguards contingency planning, the staff completed a survey covering 1500 road miles and visits to 50 local law enforcement agencies between Knoxville, Tennessee and Las Cruces, New Mexicn.
Meetina with Mine Safety and Health Administration (MSHA) re low-level Waste Discosal Facility Waste Management and State Programs staffs met with Mine Safety and Health Administration (MSHA) to discuss the pending Kansas application from Southwest Nuclear Corporation to use the Carey salt mine near Lyons, Kansas, as a low-level waste disposal facility. NRC is asking MSHA for technical assistance in reviewing the nonradiological safety aspects of the application as part of our technical assistance to Kansas, an Agreement State. A Statement of Cooperation has been drafted for review, but MSHA jurisdiction is uncertain and may depend on commercial use of salt removed from the mine. However, MSHA believes that they can provide technical assistance in any case.
Meetina w/ Atomic Power Deoart:nent The Low-Level Waste Licensing staff met with representatives of the Atomic Power Department, Taiwan Power Company, Republic of China, to discuss disposal of low-level wastes from power plants.

Order to U.S. Army Armament Material Command On May 21,1979, an order was transmitted to the Department of the Army, U.S.
Army Armament Material Command. The order required the Department of the Army to provide a radiation / contamination survey and a plan for decontaminating their Weldon Spring Chemical Plant in Weldon Spring, Missouri, which had been contaminated from the use of special nuclear material and source material.
The Weldon Spring Chemical Plant was an AEC feed material plant which was transferred to the Army in the 1960's when the AEC ceased operations.
The order was issued because the Army plant has been in an inactive status for more then 10 years and there exi' ts the potential for transfer of possession of the facility for s
unrestricted use.
The staff considers it necessary to determine the present level of contamination at the plant before considering the possibility of release of the plant for non-nuclear uses. Moreover, the staff considers it consistent with public health and safety that facilities not being actively used for nuclear purposes be decontaminated.

PNO-79-67AQ Three Mile Island Unit 2 - Nuclear Incident at Three Mile a.
Island - This Preliminary Notification was issued to provide updated status infomation.

PNO-79-126 Birdwell Corp., Mount Pleasant, Michigan - Vehicle Accident Near Cadillac, Michigan - On May 25, Region III (Chicago) learned from the news media of a vehicular accident involving a well logging vehicle transporting a plutonium-238/bery111um source and a passenger car.
Three people in the car were killed. There was no damage to the plutonium / beryllium source or its container.

PNO-79-127 Maine Yankee - Personnel Error - During the August 1978 refueling outage, calibrations were perfomed on the steam generator pressure transmitters and associated bistables. The technician erron-ecusly reset the steam generator low pressure reactor trip bistables.
This failure to follow procedures resulted in operation of the facility for the period August 1978 to March 15, 1979, with a less conservative reactor trip setpoint than that specified in the Safety Analysis Report.
Tt.e error was discovered during testing in preparation for reactor startup.

PNO-79-128 Brunswick Units 1 & 2 - Problem in Reanalysis of Piping Stresses - Both units were shut down due to problems identified with piping supports on safety-related systems. A review by United Engineers and Constructors revealed six inadequately designed supports on Unit 2 safety systems out of approximately 100 supports reviewed.
Because Unit 1 is the same design as Unit 2, the licensee decided to shut down both units. The duration of the outage is not known.

PNO-79-129 Midland Units 1 & 2 - Damaged Cable at Midland Construction Site - The licenr.ee notified the residea.: inspector that two nails were found driven into a three phase power cable being installed between two motor control centers in the auxiliary building. Another act of vandalism at the Midland site was discussed in PNO-79-101. The licensee is investi-gating how and why the vandalism is occurring.

PNO-79-130 Salem Unit 1 - Broken Rod Ciuster Control Assembly Rodlets -
When removing the rod cluster control :ssembly (RCCA) frem a fuel assembly in order to install thimble plugs prior to reinsertion into the core, the operators noticed that two of 24 rodlets attached to the RCCA spider were broken off just below the spider vane. The licensee is evaluating the cause and time of occurrence.
It is expected that inspection of all RCCA's will be conducted.

PNO-79-131 North Anna and Surry Power Stations - Potential Operator Strike - The International Brotherhood of Electrical Workers (IBEW) union rejected the VEPC0 contract on May 30 following contract expir-ation on April 1.
The potential for a union walkout exists. Personnel affected include plant operators, electrical and mechanical maintenance workers, and laborers. Strike contingency plans are in effect.

PNO-79-132 Turkey Point Units 3 & 4 - Diesel Generators Inoperable -
Turkey Point Unit 3 is being brought to cold shutdown based on the inability to declare either of the two Emergency Diesel Gererators (D/G) operable. Unit 4 is in a refueling outage.
Both Units 3 ar.d 4 will remain in cold shutdown until both diesel generators are fully operable.

OFFICE OF THE EXECUTIVE LEGAL DIRECTOR ITEMS OF INTEREST FOR THE WEEK ENDING JUNE 1, 1979 Black Fox Station, Units 1 and 2 On May 30,1979, the Black Fox Licensing Board certified to the Commission the question of whether the Reed Repcrt and underlying Sub Task Reports should be returned to their owner, the General Electric Company. The Reed Report, which is a confidential conmercially sensitive generic product improvement study which contains the results of General Electric's 1975 marketing and reliability study, had been subpoenaed by the Intervenors in the Black Fox proceeding and produced by GE under protective order after protracted legal discussions. A full copy of the report h3d been given to the Licensing Board to check the accuracy of ex-cerpts from the report which dealt with nine safety issues to be litigated in the now-completed Black Fox Radiological Health and Safety Hearings.
Prior to the certification and following a request from two citizens in February and Jiarch of this year that they be furnished copies of the Reed Report pursuant to the Freedom of Infomation Act, GE had sought confimation from the NRC that the documents were proprietary in nature and thus exempt from public disclosure.
While the NRC Staff has yet to rule on this issue, the Chairman of the Licensing Board denied the FOIA request pending an NRC review of the proprietary nature of these documents.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING JUNE 1,1979 INTEPf1ATIONAL COOPERATION Canadian Activities Related to TMI The Canadian Atomic Energy Control Board announced on May 28 that its preliminary evaluation of the design features of CANDU power reactors relative tc TMI provided grounds for continued confidence in the safety of all Canadian plants. The primary conclusion from this initial review is "a high degree of protection is afforded by the design characteris-tics of CANDU nuclear power plants and their established operating procedures." The AECB assessment also identified areas where further licensee infer ation is required for its ongoing evaluation process.
These include (a) assurance that unambiguous instructions have been given to the operating staff in several specific areas, (b) review of operating occurrences to assure that all changes indicated as necessary have been implemented, (c) additional review of the effective-ness of available alternate heat sinks, and (d) for plants under con-struction, an evaluation of the ability to test alternate heat sinks.
This first phase CANDU design review was initiated on April 5 on the basis of the sequence of events (as then known) at TMI.
It is to continue as NRC releases further detailed reports.

office of the Controller Items of Interest Week Ending June 1, 1979 FY 1981 Budget The Budget Division staff briefed the BRG on potential issues and resource requirements for the FY 1981 budget.
This was done in advance of the receipt of the majority of the Offices' budget requests (only one major program office and eight staff offices have submitted their budgets).
FY 1979 Financial Review The BRG, EDO and senior staff were briefed by the NRC Director of Budget on the FY 1979 mid-year review and associated resource impacts of TMI.
The resultant necessary reprogramming will be submitted to the Commission along with a briefing on Thursday, June 7.
Necessary Congressional notification and approval of these reprogramming actions will be a part of the. Commission paper.
