This rcfers to the inspection conducted by Mr. h. A. Caldwell and
Ms. C. Abigail Evans of this of fice on May 21-25, 1979, of activities author-
ized by NRC I 4. cense No. DPR-34 and to the discussions of our findings with
the members of your staff at the conclusion of the inspection.
The area examined during this inspection was your program for protecting ag11nst
industrial sabotage and safeguarding special nuclear mata lal pursuant to appli-
cable provisions of 10 CFR 50, " Licensing of Production and Utilization Facilities";
Part 73, " Physical Protection of Plants and Materials"; and specific requirements
of Fort St. Vrain physical security plan.
Within this area, the inspection
consisted of selective examinations of procedures and records, interviews with
personnel, observations by the inspecters, and a review of the Fort St. Vrain
physical security plan of October 31, 1977, and all changes made on April 10, 1978,
and on August 30, 1978.
Within the scope of this inspection, three infractions in the physical security
protection for four plant were observed, as set forth in the Notice of Violation,
enclosed with this letter.
This notice is sent to you pursuant to the provisions
of Section 2.201 of the NRC's Rules of Practice," Part 2, Title 10, Code of Federal
Regulations.
Sectica 2.201 requires you to summit to this office within twenty
(20) days of your receipt of this notice, a written statement or ex,lanation in
reply including:
(1) corrective steps which will be taken, and the results
achieved; (2) corrective steps which will be taken to avoid further noncompliance;
and (3) the date when full compliance will be achieved.
In accordance with Section 2.790 of the NRC Rules of Practice, Part 2, Title 10,
Code of Federal Regulations, documentation or findings of your control and
accounting procedures for safeguarding special nuclear materials and your facility
security procedures are exempt from disclosure; therefore, the inspection report
will not be placed in tha Punlic Docuuent Room and will receive limited distribution.
