Dear Mr. Stewart:

We have reviewed your submittal of July 21, 1978, as supplemented by letters dated July 28 and November 17, 1978 and January 12, February 28 and April 5,1979, regarding a permanent fix for the small break LOCA analysis issue.

Based on our enclosed Safety Evaluation we find your proposed modification acceptable as a penr.anent solution to the small break LOCA issue. Analyses of potential small breaks, as discussed in the Comission's Order of May 16, 1979, are being treated separately.

You are requested to provide within seven days from the date of this letter the following:

(1) Your schedule to implement this modification on a high priority basis:

(2) The economic impact of requiring the modification be installed this outage; and (3) The duration and impact of an outage solely to implement this modi fication.
