Dear Mr. Baldwin:
The purpose of this letter is to respond to your request under 10 CFR 2.206 to suspend the activities under License No. SNM-960, Docket No.70-754, at the General Electric Company's Vallecitos Nuclear Center and remove all plutonium frcm the site. Congressmen Ronald F. Dellums and John Burton, California Assemblyman Thcmas Bates and other California residents joined your request.. For the reasons stated in the enclosed response to your request, we have deternined not to suspend the license at this time.
As ycu requested, we will provide you with a copy of the structural analyses applicable to the SNM-license review when the reports are finali::ed.
The normal operating inventory of radioactive materials that are in foms conducive to release is contained in the General Electr: 2 submittals which you have referenced in your petition. These quantities are the only values whicn are appropriate for release calculations. Since you already possess this data, it is unnccessary to transmit an additional copy.
A copy of this detemination will be placed in the Ccmmission's Public Document Rcca at 1717 H Street, N. W., Washington, D. C.
20555 and at the local reading roca for the Vallecitos Nuclear Center located at the Nuclear Regulatory Ccmmission, Region V, Office of Inspection and Enforcement, 1990 N. California Boulevard, Suite 202, Walnut Creek, California 94596.
A copy will also be filed with the Secretary of the Ccamission for review in accordance with 10 CFR 2.206(c) of the Commission's regulations.
