.tFD OTHER SECURITY INTERESTS SY NRC EMPLOYEES This is in response to the memorandum dated April 2, 1979, f ro= Leonard Bickwit, Jr. concerning the above subject. to the =ecorandu= lists companies in which NRC employaes covered by 10 CyR 0. 735-2 9 would be prohibited f rca owning s tocks, bonds or other security interests.

Under Section 4 (page 4) of the attachment entitled "Tuel. cycle Applicants and Licensees" -

' Uranium Mills -- Applicants and Licensees" there is listed the Union Carbide Cc=pany whit <has operated facilities at Oak Ridge, Tennessee f or =any years.

This listing would pose a serious problem for four part-tine te=bers of the Atomic Safety and Licensing Board Panel.

The =e= bars are R. Beecher Briggs, Dr.

Dixon Callihan, and Dr. Walter H.

Jordan, all of whom.are retired fro: Union Carbide, and Mrs. Elizabeth B.

Johnson, who is still explcyed there.

The os=ership cf Union Carbide s tock is involved in the retirement program of these panel members and it would create a very sericus proble: for them if they are forced to dispose of such security holdings.

It has been e=phasined to us that the uranium mill int ere s: cf Carbide is only a cinor, remote one and has nothing to do with the primary mis sion of that company We believe it would be an annecessary hardship to force these fcur panel members to either resign frc= the Panel or dispose of their Carbide securi ty holdings.

Irwin B. Rothschild, III 4/27/79 can ill afford to lose such high calibre members over what I consider such a trivial matter.

Therefore we request that either Union Carbide be removed from the listing or that the Co==ission grant an exemption to these four Panel members.

We, of course, would continue our practice of not appointing ' ne= to any board involving a proceeding concerning Union Carbide, if such ever arose in the future.
