DPR-38 Oconee Site DPR-47 DPR-55 Based on the NRC inspection conducted on March 14-15, 1979, it appears that certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have Nen categorized as described in correspon'dence to you dated December 31, 1974.

Technical Specification 6.4.1 requires the station to be operated and maintained in accordance with approved procedures.

Contrary to the above, from MarcL 1978 through March 1979, the Ge(Li) efficiency calibrations were obtained using a procedure other than HP/0/B/1003/09, which had been approved.

This is an infraction.

AFB 3 0 :s79 APPENDIX B NOTICE OF DEVIATION Duke Power Company License Nos. DPR-38 DPR-47 DPR-55 Based on the results of the NRC inspection conducted on March 14-15, 1979, certain of your activities appear to deviate from generally accepted industry practices as indicated below.

6 ANSI Standard N323-1978, Radiation Protection Instrumentation Test and Calibration, Section 4.3.2 states, " Calibration shall be performed with a standard source or sources providing radiation fields similar to those in which the instrument will be used."

9 Contrary to the above, the licensee utilized a Sr source for calibration of a GM-counter used for counting smears contaminated with radionuclides 8

having much lower

ta energies than Sr. This procedure may lead to underestimation of ontamination levels.
