HEARING The enclcsed lists summarize all mattets related to the TMI-l restart hearing l

record and represent all of the estimated rork load for the NRC staff to support the completion of the hearing record other than oral testimony.

The ef fect of the Comission s Order CLI-Sl-3 dated March 23, 1981 nas been p

reflected in the lists regarding the renoval of financial qualification from 4}

the proceeding and the evaluation of TMI-l as an operating reactor. We have grouped the issues into the following lists:

I.

Status of Open Items From the Commission's August 9,1979 Order and March 6, 1980 Order.

19 Short-Term Items needing implementation prior to restart; 16 Long-Term Items needing " reasonable progress" evaluat;cn prior to restart.

II. Status of Open NUREG-0737 Itents Outside the Scope of the Ccmission's Orders (List I) 20 NUREG-0737 items applicable tc operating plants with required imple-mentation dates occurring before October 1981 (estimated TMI-l restart date).

Eight items previously recuired as NT0L items prior to the Comission's y

i Order CLI-Sl-3 dated March 23, 1981 have also been listed for reference

$5 only.

Six of these items are not required of other operating plants; y

two have dated requirements for operating plants occurring after October

(1) SER inputs to DL ior all of the items shown on Lists I and II and (2) testirony and other documents as identified in Lists III and IV.

The Office Director indicated the high priority needed for the SER at his March 26, 1981 meeting wi th you. Here are the schedule targets:

For itens now under staff review for which we have not "equested e

additional information f rom the licer.see.

(Status B or C) Submit SFR inputs to DL on or before April 2,1981.

Items for which an additional licensee submittal is expected before e

4/10/81 to complete NRR SER (Status A), submit SER inputs to DL as soon as possible but no later than April 10, 1981.

o DL plans to issue a Supplement 3 to the SER. NUREG 0680, fG. List I items (Commissions Or ders); and a separate SER for List II itens

( NURE G-0737 ).

The issue date f rom DL to OELD for its convorrence will be on April 15, 1981.
